i agree with you. If he's been bullied there could also be some distant feeling about "well if i touch her boob then i'm like everyone else and they'll accept me" just let him know that you're a strong character and if you feel pressured into doing something you don't want to do that you will let him know and tell him to stop. Let him know that he shouldn't be scared because you're not just going to leave him and it takes a while to form an opinion on someone not just a one time meet.
