He likes me & wants to marry be but he is not sure?

my friends proposed to me & said that he wants to marry me but first he needs time to get sure about it because he doesnt want to spoil me & wants to giv me his 100% committment, why did he have to tell me all this if he was not sure? i dont know whats in his mind?
